This study identify the Algerian legislation and laws issued regarding the office profession, by shedding light on the various laws and legislations that have been issued since Algeria’s independence in order to analyze them in the light of the new reality. Especially the Algerian university libraries, through an analytical study of all the legislation related to the university library as an educational and educational institution, relying on the descriptive analytical approach, and we used decrees and decisions as a tool for analysis.
University libraries are independent of the parent institution, in addition to the fact that the Algerian legislator did not detail in detail and accurately the tasks of human resources within university libraries and left them ambiguous, especially with regard to modern technologies and technologies such as the digital and electronic environment, as a result of the lack of involvement of university library employees in developing and proposing draft laws for them and their profession Also, there are no updates to the legislative texts in order to keep pace with the developments taking place in the environment of Algerian university libraries.
Accordingly, we have presented a set of suggestions so that the library profession in Algeria in this field can be accomplished, the most important of which are: The necessity of issuing a basic law for university libraries that is separate from the university’s legislation, so that it includes the goals that its employees must achieve, and keep pace with developments. University library legislation needs to separate jobs Administrative and technical services with filling or filling the legal vacuum in the field of modern technologies and technological systems introduced in the management of university libraries, and the involvement of qualified human resources since Algerian universities have formed many frameworks in the field of libraries and information to develop university library legislation in addition to specialists in the legal field in order to Regular updating of legislation related to university libraries, and giving this profession its place in the university community because of its importance in promoting education and scientific |
